EU High Representative for Foreign Affairs and Security Policy Josep Borrell said that Russia does not plan to conquer Ukraine, but wants adequate negotiations to harmonize security in Europe.
“The goal is not to conquer Ukraine. It is about getting negotiations to discuss important things – NATO expansion and existing security concerns. “I believe that what is important for Russia is not Ukraine, but the new security architecture in Europe. Russia has security concerns, a desire to talk about it, so Russia is putting pressure on Ukraine,” Borrell says.

In 2021, Russia published a draft treaty with NATO on security guarantees, in which Moscow demanded a security guarantee from European rulers and refused to expand NATO to the east and establish military bases in post-Soviet countries.
