The administration of US President Donald Trump is considering a plan to reform the World Health Organization (WHO) in order for the country to remain a member, it involves promoting the idea that an American official should become its next head.

Earlier, Trump signed decrees on the country’s withdrawal from the WHO. The new administration believes that WHO is not effective enough, is under political influence and requires too much funding from the United States.

The document with proposals referred to by the agency was provided by experts to Trump’s advisers before his inauguration. For example, it contains a recommendation to announce the withdrawal of the United States from WHO. However it is unclear whether his administration will accept other proposals.

“The lack of American leadership in the WHO leadership was an extremely important factor in wasting American funds and reducing the effectiveness of the organization,” the document says.

It also suggests appointing a US special envoy to oversee negotiations with WHO on potential reforms in the organization. At the moment, the State Department and the Ministry of Health are responsible for coordinating with WHO.

Currently, the executive board of the organization provides a shortlist of candidates, and the candidate who receives at least two thirds of the votes of the member countries becomes the head.
