“This is a complex, tense relationship between the United States and China. The next administration will need to find ways to manage this relationship. The President (Joe Biden) in this meeting (with Chinese President Xi Jinping) will, I expect, try to show how our administration has approached managing it “What channels of communication and complex private negotiations were effective, what actions we took to protect US national security,” she said.

Among the key issues on which serious disagreements with Beijing remain, the administration spokeswoman named China’s relations with Russia, Taiwan, the South China Sea and cyberspace. “These topics will remain important to the next administration because they are a source of deep political disagreement with China, and I don’t expect them to go away,” she added.

A summit between the presidents of the United States and China, she said, will take place soon amid ongoing attempts by both sides to establish dialogue and maintain open channels of communication.
