The SCO Secretary General proposed creating a reporting mechanism on the implementation of agreements.

The SCO Secretary General proposed creating a reporting mechanism on the implementation of agreements.

The Shanghai Cooperation Organization (SCO) should form a mechanism for regular reporting from the competent departments of the participating countries on the implementation of agreements to promote joint projects at the association site. This was stated by the association’s Secretary General Zhang Ming, as quoted by the SCO Secretariat website.

“The vitality, influence and authority of the SCO among the peoples of its member states are determined by the practical results of cooperation, which largely depend on the effectiveness of the implementation of decisions of relevant ministerial mechanisms,” he said, speaking in Islamabad at a meeting of the organization’s Council of Heads of Government.

As the Secretary General clarified, in this regard, it is important to improve the working mechanism of the organization and introduce “a clear algorithm for regular reporting of meetings of heads of ministries and departments to the Council of Heads of Government on the implementation of agreements reached in relevant areas in the proper form.”

“The Secretariat has already made a similar proposal at a meeting of the Council of National Coordinators of the SCO Member States,” he added.

According to Zhang Ming, the association’s secretariat could take responsibility for monitoring the functioning of such a working mechanism. The Secretary General also expressed the hope that member states will assist such an “innovative undertaking” as the organization of major international forums held in support of thematic years of the SCO, which have become “a successful practice in enriching the agenda and expanding the influence of the organization.”
