Iran has declared strong historical ties with Russia.

Russia and Iran have historically strong ties, Moytaba Binazadeh, adviser to the governor of the Fars provincial government, director for cooperation in education and science at Shiraz University told.

“Among those who live today in the northern part of Iran, there are also Iranians with Russian roots. A hundred or two hundred years ago, Russians came to Iran. And I have friends who, for example, have a Russian grandmother. So Iranians have more cultural ties with Russia compared to other countries,” he said.
